Chairperson: The Honourable Martine St-Louis
The Honourable Martine St-Louis obtained a Bachelor of Laws degree from the University of Montreal in 1987 and was called to the Barreau du Quebec in 1988.
Justice St-Louis practiced law with Ogilvy Renault (Norton Rose) LLP from 1991 to 2000, with Heenan Blaikie LLP from 2000 to 2001 and with McCarthy Tétrault from 2001 to 2014. Her practice focused on immigration law, administration law, labour law and constitutional law.
Justice St-Louis has been involved in numerous professional organizations, including the Canadian Bar Association, the International Bar Association and the Association des avocats et avocates en droit de l’immigration.
Justice St-Louis was appointed judge of the Federal Court of Canada on April 11, 2014. She was appointed as a member of the Public Servants Disclosure Protection Tribunal on June 3, 2015, and was appointed chairperson of the Tribunal on December 21, 2016. Her appointment was renewed on February 25, 2022, for a further five years.
Member: The Honourable Ann Marie McDonald
The Honourable Ann Marie McDonald received a Bachelor of Arts degree in 1991 and a Bachelor of Laws degree in 1993 from the University of New Brunswick. She was called to the Bar of New Brunswick in 1994.
At the time of her appointment to the Federal Court of Canada in September 2015, Justice McDonald was the Deputy Managing Partner of the Atlantic Canadian law firm McInnes Cooper. Her practice focused primarily on commercial litigation, employment law, administrative law and regulatory matters. She appeared before the courts in New Brunswick, Nova Scotia, Prince Edward Island and Ontario and in front of the Federal Court of Appeal. She also appeared before various Canadian administrative Tribunals and regulatory bodies.
In her legal practice, Justice McDonald was a strong proponent of legal project management, and in 2010 she earned the Project Management Professional designation from the International Project Management Institute. At that time, she was one of the few lawyers in Canada to hold this designation.
On September 1, 2015, Justice McDonald was appointed judge of the Federal Court of Canada, and on February 25, 2022, she was appointed as a member of the Public Servants Disclosure Protection Tribunal.
The Honourable Phuong T.V. Ngo
Madam Justice Phuong T.V. Ngo obtained her Bachelor of Arts in French and Political Science from Carleton University, and her Bachelor of Education from the University of Ottawa before receiving her LL.B. (French Common Law Program) from the University of Ottawa in 1998. She was called to the Bar of Ontario in 2000.
Prior to her appointment to the Federal Court, Madam Justice Ngo was a partner with the law firm Gowling WLG in the Ottawa office where she spent her entire career and was the Leader of the Procurement Law Group. She practised in both official languages in the field of procurement law with a focus on administrative law, regulatory and compliance matters, and procurement-related disputes and litigation. In her medical defence and health law practice, she specialized in civil litigation and regulatory matters as well as a focus on privacy law.
On September 25, 2023, she was appointed Justice of the Federal Court and ex officio member of the Federal Court of Appeal, and on May 3, 2024, she was appointed as a Member to the Public Servants Disclosure Protection Tribunal.
